Brax Technologies bc1dad7aac sepolicy: label em_svr in system_ext 
em_svr installs to /system_ext/bin/em_svr per em_svr_user.rc, but the
file_contexts entry matched only /system/bin. The executable was
therefore mislabeled and init could not transition into the em_svr
domain in enforcing mode. Widen the path to cover system_ext, matching
the vtservice entry.
