em_svr installs to /system_ext/bin/em_svr (per em_svr_user.rc), but the file_contexts entry only matched /system/bin. The executable was therefore mislabeled and init could not transition into the em_svr domain in enforcing mode, breaking the EngineerMode backend. Widen the path to cover system_ext, matching the vtservice entry.
