brax3-ut: Updates to Ubuntu Touch 24.04

* Updates to Ubuntu Touch 24.04
* Add prebuilt apexd and libhwc to fix build enviroment & booting issue for brax build container.
* Provide prebuilt boot (kernel) and init_boot images for UT in device source.
